The study specifically focused on the career process chain formed by the “ichinin (entrusting) system,” and how well the system functioned for public high school principals. As a preliminary study, members of this study interviewed 32 principals at public high schools in 13 prefectures as well as five persons who were in charge of personnel matters at prefectures Board of Education. Based on the interviews, this paper discussed the realities of principal's, careers that would be disclosed by the chain of “ichinin.” This study considered the stage which the teacher became the principal to be “output, and focused on and examined both the “input, the stage of choosing teaching career, and the throughput,” the process whether interviewed principals have had educational administration experience.
